Rope Ladder

During summer vacation, several Swarthmore instructors decided to sail away. Before leaving on their trip, they examined the rope ladder which hung from the side of the boat.

The rungs were 1/2 foot apart (they agreed never to use metric on vacation). At high tide 8 rungs were exposed. On that day, the tidal range was only 2 feet.

How many rungs were exposed at low tide?
