Hello!

Draw the line segment AB.

Through the midpoint C of AB, construct line M parallel to line L.

From any point on M, drop a perpendicular to line L.
This is the radius R of the circle.

Using point B as center, swing an arc of radius R, cutting line M at
O.

O is the center of the desired circle.
