Yes, but there are so many other possibilities... Herbart, who
as you know was Riemann's favorite philosopher, called
"synechiology" a whole part of his metaphysics, devoted to the
study of continuous things. Perhaps in his writings there is talk
of "unbroken connection"?
Dedekind could also have in mind things heard at lectures, be it
university or Gymnasium. It does not seem to me that he may have
a very specific author in mind, but a whole trend of vague explanation.
