A number of posts have discussed if "fractions are division".

I ask my students this and get various answers. I've found more than
one valid perspective. (I've also found talking about this with the class
can help many students.)

* Fractions are division.

* Fractions are not division. Fractions are ratios.

* Fractions are "undone" division (division waiting to happen).

* Fractions are amounts. Division is an operation. They're different.
