Yes, indeed, Gary, I, too, view definitions as negotiated. The process
of posting definitions and keeping them in front of a working group does
not imply that the definitions remain fixed or that the definitions have
a single source.

Keeping careful track of vocabulary helps the working group communicate
accurately.

It is important that any local adjustments to terms used differently in
other contexts be noted, in so far as accurate communication outside the
group is concerned.
