We here at TERC saw the same announcement about the two new programs. We were concerned since we had asked to be notified when new submissions were solicited, and planned to submit an application. In any case, I wrote the folks at the DoE to find out more. Here is what I found out, from Carol Fromboluti:
"There has not been another round of reviews for this program. The expert panel discovered inconsistencies in they way several of the original submissions had been handled. As a result, they re-reviewed those programs. They looke at the original submissions and did not accept additional material. As a result, two new programs have been designated promising--Growing with Mathematics, and I Can Learn. There are currently no plans to conduct another review of mathematics or science programs. If you have any further questions, let me know. Thanks."
