For some kids division is a much greater challenge than multiplicatation. I've found this happening in my classroom, too. When the kids seem to be "stuck" I don't fill in with other materials. I either give them some more practice time with Investigations activities, or accept that they won't get it the first time and move on, knowing division will be coming back later in the year when they may be more ready to get it.
