Junior 1st Grade

Do you have any guidelines on starting Junior first grade?
At our public school, we have 6 1st grade class, and we want to open
junior 1st class for those who are 6 years old, but not at 1st grade
level ( do not know their letters and numbers).
Any suggestions is appreciated.
