A lot of things would be a lot simpler if there were a reasonable way to decide this question (believe it or not analogous questions come up a lot around here). Years ago I would have assumed he must be putting us on. But there's no such thing as something so ridiculous that it's clearly a joke - whatever it is you can find someone somewhere who believes it.
