algebra for babies?

I am planning for course offerings for a new, private junior high/high school. I am not in favor of offering Algebra to students entering the 7th grade but because of the curriculum in our area we will be receiving students who have taken a Pre-Alg course in 6th grade. I am not convinced that 25 out of every 100 students are able to handle accelerated mathematics concepts. And what do these kids do in grades 11 and 12 after they have already completed the math courses our school has to offer? Am I being closed minded? Let me know what you are doing in your school district and what I can do to create an acceptable course list for students in my school.
