it was not so easy to find that case since you misspelled "Romme". Here is, what I found about it, which might apply to sudokus:

this is hardly the case for a selection of sudokus generated at random by third party software. It might however apply e.g. for a collection of random numbers containing your birthday
But this is an old decision in a field of quickly changing laws and it's specific to Dutch jurisdiction, not even European law.
