One interesting thing about "Proposal 06-5: A legislative initiative to establish mandatory school funding levels."
is that they want to "Base funding for school districts with a declining enrollment on the three-year student enrollment average." Let's think about this. I imagine a school district would lose enrollment for one of two reasons (or both, I suppose):
(1) people are leaving the district (whether the are seeking better weather or better employment); or
(2) the schools stink.
The requirement to base funding on a three year average would mean that as the number of children declines, the per pupil spending would rise. Thus, either the educators and educrats want you to vote them a sinecure (where people are leaving for their own reasons), or they want to be reward them for bad work (where the schools are driving away students).
I think this proposition is a new definition for "chutzpah"*. Credit to the good people of Michigan for not getting suckered.
