I second that question. Most of the time when I have seen such amounts per hour they only take into account contract hours. None of the good teachers I know spend only that amount of time. Personally (and I do not know where I fall in the continuum) I think I average at least 8-10 additional hours per week... and I know the are weeks where I spend much more than that.
In addition, it does bother me that raises in teaching are based on seniority, but I have not seen many 'merit' systems that work well and are fairly applied, and I'm not speaking just from emotion here. Our school created a task force a couple years ago to research using merit pay, and we did a fair amount of research, finally deciding against such a program. We did create other incentives, but they are not strictly 'merit' based.
