Michael Press's knowledge is 100 years out of date. Yes at turn of 19th to 20th century atoms were modeled as oscillators in a very crude approximation. Press does not seem to have heard of the Schrodinger equation for many-electron atoms, though of course solutions are done by computer and there are issues on what approximations to make. Then there is chemical bonding.
