He's pretty anal when it comes to money, the old Freudian combo. If we think of the planet as a global university (anyone have a better metaphor?) then of course 100% of the budget is "education related" (including food services and health care).
Why is this a problem?
Education is the basic process of providing continuity and opportunity within a civilization. Too costly? What should be doing instead? Reading Haim's posts to math-teach?
