As an instructor in developmental programs at the community college level in Arizona, I see many of my students go on to get certificates and degrees. However, most are part-time students who work and have a family. It takes several years for many of them to reach sophomore level classes, yet they persist. They don't need a degree to get into the Nursing programs (RNs) in the area and that is a common goal with them.In fact, to get the RN at the community colleges takes over three years. These students need only 9 months to get a BA. Without these developmental classes, we would lose a great many productive citizens, machinists, electricians, nurses, radiology techs, etc. I also frequently have older students in these classes who have come back to school. They passed high school math, but because of not using it, they have a need for a refresher course. I often see students come in for a certificate with little confidence. When they get it, they have enough confidence to work on that degree. I talked to a former student just yesterday who was doing just that.
Perhaps some four year colleges don't need developmental classes in their programs because they get higher level students. However, the need is there and it does help..

You are absolutely right ... and I hadn't thought of it! Shame on me.
