I haven't looked at newsgroup charters much, but presumably the charter for a moderated group has rules of succession for choosing new moderators when a moderator quits moderating voluntarily, and I think you wrote earlier that you were working on a draft document.
It seems to me that rules for transitions from moderator to non-moderator or vice versa are important and that the charter would be a good place to put them.
