So what you want is not a usenet newsgroup at all, but rather something like the FOM mailing list, or 'Ask a Topologist', but then without the subject restriction?
Actually, this may be the best suggestion made so far, since (as the rumours go) many providers want to stop their news-server support anyway, in the not too distant future.
Such a solution can also have a dedicated "fools' corner" on its website, and we'd all be happy.
BTW, it's also possible to setup an nntp server that doesn't push its feed to other news servers. That is: there could still be an nntp-interface to the solution envisioned above, so that everybody can keep using their favorite newsreader software.
