It appears to me that RMP 38 simply states that if it takes 3 1/7 of a particular measure to make a hekat of 320 ro, the unknown measure would be equal to 1/6 + 1/11 + 1/22 + 1/66 of a hekat or to 101 + 2/3 + 1/11 + 1/22 + 1/66 ro.

If I were to figure out how much of a bushel was contained in a measure of which 3 1/7 such measures were needed to make a bushel, it would reflect nothing about a pi value of 3 1/7--other than the coincidence that the answer in fractions of a bushel would be the same as that for the diameter of a circle with a circumference of 1 being divided by 3 1/7.
