It also implies that the papers will not be regraded if the teachers convince the state that their answer key/scoring rubric is incorrect. How frequently do we find errors that they then allow changes? Often this is done during the grading process but not always. The teachers will most assuredly go with the higher score and broader interpretation if in doubt. Neal Westendorf Taconic Hillls.

I agree with Steve. Papers will only be scored once, and any re-scoring will only ensure that scores have been added correctly.
This absolutely means that teachers will choose to give the higher number if they're stuck between two choices.

As for the interpretation of the memo, I think it's quite clear. We must give every student every benefit of every doubt as we're scoring, as there will be no more rescoring of the 60-64 papers. I usually erred on the side of the conservative thinking that I could always give him or her the point later, if necessary. Now that philosophy will have to change.
