Richard,
I seem to recall you live in Michigan (please correct me if I am wrong), so I should have posted this item with my original note (MS Word document),

Michigan GED Testing Jurisdictional Requirements
2. B. Minimum Age: 18 years of age and class of which applicant would have been a member must have graduated. Individuals who are graduates of the Michigan Department of Military and Veterans Affairs, National Guard Michigan Youth Challenge Program qualify for a Michigan GED certificate if they are at least 16 years of age, and successfully complete all GED tests in accordance with Michigan jurisdictional score requirements. - --------------------------------
I assume that for the vast majority of Michiganders, the relevant condition is expressed in the first sentence of the quoted passage. (Not including the title, which cannot be distinguished from a sentence, in the web interface.)
