Okay, you may have a bijection here, as long as you take the sign bit of the imaginary part to be the first bit of either the natural component or the fraction component. It doesn't matter.
I verified that it is left-total, right-total, left-unique and right-unique. So, you have it, but I gave you the hard part. Next time, make sure your solution is complete.
One minor correction to make it perfect is to append zeroes instead ones even with the fractions. This way, you don't have to debate about the concept of limit.
