If there were such an "overreach" it might. I'd say the dilution is owing to underreach. People are capable of doing far better at mathematics than we ask them to do. This is apparent in the performances of many other countries, it being far from likely that the distribution of what you are pleased to think of as "mathematical talent" is that variable.
Does the "overreaching" of English in this country greatly dilute "the skill and talent in the pool of" English "educators?" Or does the dilution result from other factors?
