Would you say that "step one" would be to start reading LOTS of journal articles on some particular topic to see what holes may need to be filled?

Finding a mentor may be difficult. We have one math history professor here, already an emeritus, who is retiring (for real) next year. Though, I suppose they need not be math history experts.
