As you've found, Simulink only writes to the workspace when the model stops (or is paused).
To write at every time step would be very inefficient.

You need to incorporate your code that compares signal values into the model.
Depending on exactly what you are trying to do this may be done using a combination of blocks, a MATLAB Fcn block, or an m-code S-Function.
