To use Manipulate, you must have some parameter you want
to modify. The expression that Manipulate shows needs
to depend on this parameter.

You just showed data above. No parameter. So I am not
sure what do you need Manipulate to do. What will the slider
change?

ps. your data is missing being in a list. So it needs an
outside {} to make it a list, then just do

SmoothHistogram3D[data]
