I suspect that the reason for this is that India is a very poor nation, overall, and can't find a "society" to give them the money.

Wouldn't "equitable" be equivalent to everyone paying their own way? I don't have a problem with Medicare, but the last word I would use to describe it is "equitable". Call it what it is, socialism.
