That may be. If you divide reals numbers and believe in the actually
infinite, then you may have to leave the domain of terminating
decimals. But if, in the terminating decimals, you do nothing else but
exchange values of digits without changing their indices (their
places), then you cannot and will not leave the domain of terminating
decimals.
