Your terminology isn't correct.

Mask parameters are strings, and that's what the single quotes represent.
Setting and getting using set_param and get_param always uses strings.

You need to convert the string to a number
>> x= str2double(get_param('Driver/APPcont','Value'));

or convert to an integer data type if required.
