That is Zermelo's description of the axiom of choice.
It is not the description of his domain.
I gave the relevant passages from the domain description as well as an instance (intersection across the elements of a set in section 9) where he carefully distinguished between the case where a set was a pure set and where it was a set containing elements that were not sets.
