Actually, there are a lot of numbers having decimal representation that have no one's in those representations at all.

Wm is, as usual, only speaking of what he allows to take place in Wolkenmuekenheim. WM has no power to control what goes on outside of Wolkenmuekenheim , and many of his claims are invalid outside of it.
