My understanding is that Adobe AIR ("Adobe Integrated Runtime") can be used to build IOS apps, and also desktop apps. My understanding is that Flash is for in-browser applications, and AIR is for desktop/IOS/Android applications. Beyond that, I don't know how they relate, or if one has more capabilities.
