This is equivalent to:
How many ways can the diagonal and the portion below the diagonal of a 6x6 matrix be filled with 0s and 1s? This is true because the portion above the diagonal is determined by the portion below the diagonal.

Assuming any combination of 0s and 1s is allowed, since there are 21 positions to be filled, the answer is 2^21.
