No, but if that's true (and I don't mean affluence by "right school"; I mean taught correctly and held back to not learned adequately) of arithmetic through common fractions and (statistically speaking) that is the effect. All the tons of remedial stuff catches a few, and it may be the fuelgood thing to do, but it's a huge societal mistake. Far more students are taught to not learn than otherwise would be taught to learn. It's just death to low socioeconomic, low education communities; bet on the instant replay for another generation.
