The convention for not counting a point as a borderline is a wise one and will be followed. When the square countries grow larger vertically there is no way to avoid that convention. I don't want to see 4 color theorem fail in certain cases. There are enough variations to calculation to warrant careful attention on such possibilities. 4 color theorem will prevail. It is only common sense that it do so.
