Wrong, it would be both, just like Hamas is.
And it isnt an academic question either, the same thing happened with the Taliban in Afghanistan and still happens in the Swat valley in Pakistan.

Israel did get started that way and plenty do say that they are both a terrorist organisation and the govt too.
