Subject: History of balance weights problem, 1, 3, 9 and powers of 2

I'm trying to find information on early use of the problem about what (or how many) weights to use in balance to weigh different objects.  Singmaster gives a 11th century reference I don't know, can't find, and would like to have someone give me link or reference to weight problem used by Fibonacci... other historical references.  Thanks for any leads.
