If I may "butt in", Merriam-Webster has the following definition:

hatchet job: a forceful or malicious verbal attack 
Synonyms (from another source): defamation - calumny - calumniation - obloquy - traducement [more available if required)]

Examples (from GSC) of recommendations/ judgements / pronouncements arising from 'hatchet jobs':
