Wrong. Here is a set that starts at line 4

1,2,3,4
1,2,3,4,5
1,2,3,4,5,6
...
1,2,3,4,5,6,7,8,9,10,11,12

Only the last line is sufficient and necessary to contain the first
dozen natural numbers.
