"WYTIWYG - What You Test Is What You Get" was given in the SAYINGS XLIII posting
two days ago with "Unknown" as the source. Since then I have learned that it is attributed to Hugh Burkhardt - see

Burkhardt H  (2001)  World Class Assessment: principles, practice and problem solving  in  Assessing Gifted and Talented Children, Richardson C (ed), London:  Qualifications and Curriculum Authority.

Burkhardt mentions that: "It is a truth that every teacher facing high-stakes tests knows. Test commissioners and developers prefer to deny it ("tests are just measurement") because they would have to up their design skills massively - and spend a bit more. From the sample released "items" from PARCC/SBAC, as opposed to their rhetoric, WYTIWYG looks likely, once again, to blight the improvement in math ed outlined in the Common Core State Standards in Mathematics."
