The straw man in that argument is that the Milgrams and Bishops of the world do not disagree with that. "[S]imply practicing procedures" is the usual caricature made of those who demand practice to some semblance of automaticity to be a key part of math education by those who want to get rid of it.
That isn't a strawman, that is a fib. Technically, a half fib, or half truth, whichever way you look at it.
So Wayne, have you stopped teaching your students rote procedure yet?:)
