I read an article concerning the alternatives to payday loans for people in the military. The article explained how many people in the military get trapped in the a spiral of debt because they often move a lot and this makes it hard for them to qualify for standard loans. They end up using credit cards or payday loan services which may result in a long term cycle for them. It was stated that now federal legislation regulates loans made to service members. This is called the Servicemembers Anti-Predatory Lending Protection Act.
