I was at a confrence this past weekend and there was a speaker there who made the claim that the decline in math scores in students is due to the fact that the teachers don't know math, and they simply just read the text book which is often times worse in teaching. So I thought I would pick up a text book from the early 1900s and see if we have indeed become a watered downed math society. I was humbled. I have several problems that I am unable to do. This is just one of the many.

There is a cast of wine, 9 gallons of wine are removed and replaced with water. Again 9 gallons are removed from that mixture and replaced with water. The ending ratio of wine to water is 16:9. How many gallons does the cast hold?

Can anyone help me with this highschool problem.
