Modular arithmetic systems?

I am just wondering if this is the right name for it or if they are called something else. Take a look at this:

17x + 5y = 3 (mod 4)
12x - 4y = 6 (mod 9)

Now, I don't know if this is solvable, cause I just made it up. But I'm so frustrated, cause I thought they where called "modolar systems", and yesturday when I made a search at it; I got no hits that made any sense. A while ago, I found a pdf describing the problem and how to solve them, now it's gone and i can't find it again. :(
