Hypocycloids as envelopes

There is a theorem to the effect that a hypocycloid with p cusps can be moved so that its cusps trace out hypocycloids with q cusps, and then the moving hypocycloid envelops a hypocycloid with pq cusps.

Can anyone cite a reference for this?
