Geometry ? Graphic Design? Visual Arts?

I have spent over 100 hours with GIMP trying to design an LED cluster
and have a design that I ALMOST Like.
I need help!
But, would this be a Geometry question or a Graphic Design question
or a Visual Arts question?
What I have is a center LED then an inner circle with 3 evenly
spaced LEDs, a middle circle with 9 almost evenly spaced LEDs and an
outer circle with 12 evenly spaced LEDs. Circles are evenly spaced
from each other.
I then have 3 segments using the 3 circles (excludes the center
led) arranged into 3 almost triangles - outer edge is a curve - with 8
LEDs, 3 LEDs on a side with 1 led in the middle. The outer and inner
circles remain circles while the middle circle is a bit misshapen.
I think I should be able to do away with the center LED and move the
3 triangles closer together and yet have the LEDs almost evenly spaced
in all directions while keeping 3 circles and 3 triangles.
I think this these last steps would make it both look better and I
can control 24 LEDs for $25 less than 25 LEDs and less programming.
But, I cannot do the last steps. I just cannot make my vision real.
I can almost see it, but am stymied.
Any help?
Where should I ask.
This is for a personal project, not commercial.
