Sequence of topics for hischool geometry

Any thoughts on the what you feel is the "best" sequence of topics for a new geometry course we are starting next year? We are planning a course for the more advanced/gifted students and we were looking at textbooks such as Weeks and Adkins, Kiselev, Moise/Downs, and they all have a different order of topics. How does one define the "best" sequence? How would state testing (California) affect the sequence?
