BC subscore?

Can a student take both the AP Calculus AB and the BC exam during the
same year?

I have a BC student who wants to take both. I told him that this year
there was a BC subscore that would evaluate him on the AB material only.
I said that colleges could look at this subscore and award credit for AB
mastery even if he did not score high enough on the BC. Is this correct
information? And even if it is, can he still take both even though they
are offered at the same time if he wants to pay his money twice and take
two tests?

Thank you.
