In my school district we hand out TI-83s to all algebra 2, precalculus, statistics and calculus students like a book. They are expected to take care of the calculator and hand back in the end of the school year. If they damage or lose the calculator then they pay the school for it.
By the time I get the students in AP they know how to use the calculator and I do not have to spend much time on showing the students how to use it.
Our algebra 1 classes have class sets for use during the school year.
I know this is the best of all worlds and very few schools have the money to begin such a program. There are ways that schools can earn money or get calculators. I really advise schools look into the possibilty of obtaining sets of calculators.
