Most efficient method to find a right angle (point to line)

This is 2D only. Lets say you have a line AB and a point C which may or may not be on the line.

In terms of computing time, what is the most efficient way to determine if C is on the line?

More importantly, what is the most efficient way to tell if another line XC is possible where point X is on the AB line and AB and XC are at right angles?

I also have to work out the same problem if AB is an arc
